Local Law 126 - Parking Structures

​

Local Law 126 (LL126) requires owners of parking structures to have their garages inspected every six years, and to file a report with inspection results to the the Department of Buildings.

​

All garages in sub cycles 1B &1C must complete a one-time initial observation by August 1, 2024 or face a $2,500 ECB violation. The current cycle is Sub Cycle 1B, which spans 01/01/2024 - 12/31/2025. You can see all filling cycles at: "https://www.locallaw126.com/#NYC-FILING-CYCLES".

An annual inspection, called Periodic Inspection of Parking Structures (PIPS), is required for all parking garages following the submission of the initial report. This observation ensures ongoing compliance with safety and maintenance standards. All garages must undergo this inspection each calendar year. Find out more about LL126 here.

Local Law 97 - Greenhouse Gas Emissions

Local Law of 2019 as amended (LL97) is a plan passed by the DOB with plans to reduce emissions created by buildings in NYC. Most buildings over 25,000 square feet are required to meet new GHG emissions limits beginnnig 2024, with stricter limits coming into effect in 2030. The goal is to reduce the emissions produced by the City's largest buildings by 40% by 2030 and no net zero by 2050.

Covered Buildings 

The square footage of a building, as it appears in the records of the NYC Department of Finance (DOF), determines whether a building may be subject to LL97 compliance. LL97 covers:

  1. a building that exceeds 25,000 gross square feet

  2. two or more buildings on the same tax lot that together exceed 50,000 square feet

  3. two or more condominium buildings governed by the same board of managers and that together exceed 50,000 square feet.

LL97 requires covered buildings to file a report with the DOB by May 1, 2025 detailing their annual GHG emissions and then by May 1 of every year after. A report of compliance is also required by May 1, 2025. These report must be certified by a registered design professional. Find out more about LL97 here.

Local Law 111-127-122: Lead-based Paint
​

Lead is a harmful metal that can poison people, especially children, when it is ingested.  In young children, lead can cause behavioral and learning problems that cannot be cured. Although there are other sources of lead poisoning, lead is often found in paint (it was used to make the paint stronger) used in apartments and residential buildings in New York City built before 1960.  When damaged, wet or scraped, old paint turns into dust or chips on the floor. It is possible that young children can get dust or paint chip flakes onto their hands and it can go straight into their mouths.

For this reason, the local laws 111,127, and 122 were passed, requiring owners to conduct XRF tests (lead detection tests) and submit results by August, 2025. Local Law 11 - Façade Inspection

To keep buildings safe, owners of properties higher than six stories must have exterior walls and appurtenances inspected every five (5) years – and they must file a technical façade report with the DOB.

Façade report and maintenance/repair deadlines are divided into cycles. The Department has added sub-cycles to make it easier for owners to hire qualified professionals and contractors. The last digit of a building’s block number determines if the property falls into sub-cycle A, B, or C. See the Cycle 10 Sub-Cycle Diagram.
